With the launch of the initiative, PM Modi has sent out a message to the Indian students, encouraging them to make the most of this initiative. Calling it an excellent platform for brilliant minds to interact, PM Modi has hoped that Indian students from STEM or Science, technology, Engineering and Mathematics would apply for the program. “I encourage our students to apply for the Quad Fellowship programme and join the next generation of STEM leaders and innovators building a better future for humanity” he said in his message to the Indian Student. But what is it and who can apply for it?

What is Quad Fellowship Programme

Quad Fellowship programme is an academic endeavor under which the brightest of the minds from the four QUAD countries – USA, India, Japan and Australia would come together. The aim is to create a network of experts ‘committed to advancing innovation & collaboration across sectors’. The programme would give those selected the chance to pursue Masters and Doctoral degree in STEM courses from the top universities in the USA. It is essentially a scholarship programme that would fund 100 students every year. 25 students from each of the four countries would get this scholarship. As per preliminary information, each fellow would get $50,000 onetime financial award to cover the tuition and research fees and expenses. Apart from this, the fellows would also be eligible up to $25,000 funding to cover other costs. More details are awaited and would be released soon.

Students who have completed or would complete their graduation in STEM (Science, Technology, Engineering, Mathematics) by August 2023 are eligible to apply. Since the fellowship aims at bringing the best minds from the world together, an excellent academic record would be required. Students who have completed their Masters are also eligible to apply for Research Based programs.

UGC considers scrapping rule on publishing research for PhD

The University Grants Commission (UGC) plans to do away with the mandatory requirement of publishing research papers in peer reviewed journals for the submission of PhD thesis, officials said. The commission will allow higher education institutions to formulate their own rules and regulations on the matter. The reason for doing so is because many PhD students were resorting to publishing their articles in so-called predatory journals — basically those that publish articles in return for a fee, without adequate due-diligence of the sort academic publications are expected to ensure.

The commission is currently making amendments to the UGC (Minimum Standards and Procedures for Award of Ph.D Degree) Regulations, 2016. Under the 2016 regulations, it was mandatory for PhD scholars to publish at least one research paper in a UGC refereed or peer reviewed journal before the submission of the dissertation/thesis for adjudication.

Under the new, 2022 regulations, the commission will replace the term mandatory with “strongly recommended”. The quality assessment of Phd degrees will be a responsibility of the universities and they are free to come up with their own guidelines in this regard

“This mandatory requirement led to a “journal business” in India. Making anything mandatory does not improve the quality of research. Therefore, UGC is now considering doing away with this requirement while strongly recommending research scholars to publish the research outcomes of their PhD in peer reviewed journals, apply for patents, and present in conferences,” UGC chairperson M Jagadesh Kumar told.

Kumar said that the commission may now ask the universities to frame their own guidelines regarding publication in research journals. “The higher education institutions may be allowed to decide if they want to keep this as a mandatory requirement or not, while maintaining the quality of research.”

Symbiosis International University All India PhD Entrance Test 2022: Application Deadline Extends

Symbiosis International Deemed University (SIU), Pune has released All India Entrance Exam for PhD Programs, known as PET 2022. PhD Admission is available in the following research subjects: Computer Studies, Media and Communication, Health Sciences, Humanities and Social Sciences, and Engineering.

The closing date for submission of online application has been extended to 31 May 2022.

Given the social distancing guidelines amidst the COVID -19 pandemic, and with a desire to provide aspiring students an opportunity to start their Ph.D. programme without loss of time, Symbiosis International (Deemed University) (SIU) will be conducting the Ph.D. Entrance Test (PET 2022) in an online mode this year.

The eligibility marks of 55% (or an equivalent grade in a point scale wherever grading system is followed) and the relaxation of 5% to the categories mentioned above are permissible based only on the qualifying marks without including the grace mark procedures.
  • Candidates who have successfully completed the M.Phil. Degree with 55% marks or its equivalent grade ‘B’ in the UGC 7-point scale (or an equivalent grade in a point scale wherever grading system is followed), shall be eligible to take admission to the Ph. D. Degree. A relaxation of 5% of marks, from 55% to 50%, or an equivalent relaxation of grade, may be allowed for those belonging to SC/ST//differently-abled categories.
  • Candidates possessing a Degree considered equivalent to M.Phil. Degree of an Indian Institution, from a Foreign Educational Institution accredited by an Assessment and Accreditation Agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country for the purpose of assessing, accrediting or assuring quality and standards of educational institutions, shall be eligible for admission to Ph.D. Programme.
  • Master’s degree or equivalent in any subject with 55% marks plus minimum of five years of work experience in the area of interdisciplinary research in which admission is being sought. Interdisciplinary research involves two or more academic, scientific, or artistic disciplines. The candidate must show evidence of his/her relevant experience in interdisciplinary area of research.
