Open defence mandatory for PhD: UGC chairperson

An open defence is an invitation to experts from outside the university who are permitted to question the researcher on the subject of his or her work.

PhD aspirants in public universities across the country will now have to face an open defence after submission of their draft thesis. Earlier, M Jagadesh Kumar, chairperson of the University Grants Commission (UGC), said, based on the evaluation report of the external examiners participating in the open defence, the aspirant will make additions, deletions or incorporate changes, following which the final thesis will be submitted to the university and PhD guide and the degree is awarded.

The mandatory open defence follows new regulations for doctoral programs announced last week. UGC scrapped the mandatory requirement of getting research papers published in peer-reviewed journals before the final submission of a PhD thesis.

While research scholars have criticised the decision saying the quality of PhD holders will suffer, Kumar clarified that students can now pursue a PhD in a stress-free environment, and instead participate in a public viva voce.

In 2010, UGC made it mandatory that PhD thesis must be published in peer-reviewed journals. “In a recent study, we found that during these 12 years, nearly 75% of students were tempted to publish in poor quality or predatory journals,” said Kumar.

The new rule will be applicable to all courses including humanities and management. Some courses at the University of Mumbai’s School of Engineering have begun having public viva-voces.

When discussing the quality of PhDs, Kumar stated that, following the UGC consultation, the university must now play a critical role in setting PhD rules and hiring or appointing the best faculty or experts in the field to guide PhD students.

The UGC has relaxed the “mandatory” publication rule, but this does not prevent scholars from publishing their work, said Kumar.

When asked about student concerns about a part-time PhD, he stated that the concept is not new in the country. Part-time PhDs are already available at IITs and other educational institutions. This helps the working class to upgrade their academics, he said.

Online PhD Courses Offered by EdTech Companies Will Not Be Recognized, UGC Issues New Guidelines

The UGC also advised students and public, at large, not to be misled by advertisements for online PhD programmes offered by EduTech Companies in collaboration with Foreign Educational Institutes.

The University Grant Commission (UGC) on Friday issued a notification on online PhD programmes and said it will not recognise such courses offered by EdTech companies in collaboration with foreign educational institutions.

The educational body also advised students and public, at large, not to be misled by advertisements for online PhD programmes offered by EduTech Companies in collaboration with Foreign Educational Institutes.

The warning for students by the higher education and the technical education regulators is the second such this year.

Earlier this year, the UGC and the AICTE had warned their recognised varsities and institutions against offering courses in distance learning and online mode in association with Ed-tech companies, saying no “franchise” agreement is permissible according to norms.

“In order to maintain the standards for awarding Ph.D degrees, the UGC has notified the UGC (Minimum Standards and Procedure for Award of MPhil, Ph.D degrees) Regulation 2016. It is mandatory for all higher educational institutions (HEIs) to follow UGC Regulations and its amendments for awarding Ph.D degrees,” according to a joint order issued by the UGC and the AICTE.

“Such online Ph.D programmes are not recognised by the UGC. Aspiring students and the public at large, are requested to verify the authenticity of Ph.D programmes as per UGC Regulation 2016 before taking admission,” the order said.

IIT Guwahati Opens PhD Admission for 393 Seats December 2022 Session

Indian Institute of Technology (IIT) Guwahati, an Institute of National Importance, has announced  PhD Admission for December 2022 Session.

Total Number of PhD Seats: The total number of PhD Seats available are 358 for the December 2022 session. Special Seats for Ph.D Programme under CSIR/UGC JRF Scheme are 45.

Stipend for PhD Regular Full Time: At present, the Institute provides monthly assistantship of Rs. 31,000 for the first two years and RS.35,000 for the next three years to our regular full time PhD students.

They receive Financial Assistantship/ Scholarship from IIT Guwahati or Fellowship from CSIR/UGC or any other recognized funding agency.

The Financial Assistantship/ Scholarship from the Institute or the Fellowship from External funding agency is granted to them as per its governing rules and subject to satisfactory academic progress and satisfactory performance in assigned teaching assistant duty.

In order to avail assistantship/ scholarship from the Institute or the fellowship from the respective external funding agency, these candidates must have the following requirements unless they are exempted from these.

The candidates with four-year Bachelor’s degree (BE/BTech/ BDes or equivalent) as qualifying degree must have valid and qualifying GATE score (CEED score in case of Department of Design)

IIT Jodhpur launches two new 4-year B.S. Programs to make students future ready

To cater for the growing need and demand for modern technologies, the Indian Institute of Technology Jodhpur will launch a new engineering-linked four-year B.S. programs in Chemistry and Physics with specialization.

The Institute has designed the new programs aligned with global needs. The programs will impart fundamental knowledge in basic science and engineering in the first year. In the second and third years, the students will undergo comprehensive theoretical and experimental courses in advanced concepts of Chemistry and Physics in the respective programs, and in the final year, these programs will enable the students to specialize in a focused area in the forefront of science.
